Say YES to JOB A for the moment you can always decline at a latter date if you get JOB B which you prefer.
It a hard one be in that predicament myself and I know how torn it can make you. Personally I would dance for job A as it has relevance to your adjectives even though it is further.

Go near your heart and not your head on this one. If you think A will acquire you further in your career, progress for that one. If you think B is much better, go for that. If A offered first, that doesn't stingy to say you have to read out yes to them. Good luck, I hope you make the right decision.

If you really want to accept Job A, call them in a minute and accept it. Contact Job B and tell them that have reviewed your options, you have contracted to accept another position, but that you appreciate the time they have taken surrounded by interviewing you etc. Just because you told them on the phone that you would take the job doesn't have it in mind that you have to.
If they have taken 2 weeks to draw from back to you then it's their own defect that in the meantime you have be offered something better. Put it this way, if they had offered you Job B the hours of daylight after the interview, would you have even gone to the interview for Job A?

lucky you - you are within a position to choose. That doesn't happen very normally. It's tempting to go for more money closer to where on earth you live, but if Job A sets you up better for the longer term, that makes it a more strategic ruling. It's good to think of the longer run. You will step further this way.
You are not obliged to adopt any offer and can turn any one of them down. A verbal agreement is nothing. Even a written acceptance is subject to so heaps terms and conditions on both sides that you still can say you are not taking it even after you adopt.
You must decide what is important to you. To me the experience which is more relevant for the adjectives is better as it gives you the required skills to continue earn.
