the first quote is a truism. we all know it is true.
the answer to the second query is complex. applying the truism in the first quote, saving job will maintain the trust in the employer, to some extent than cutting costs by getting rid of employees. i believe that a angelic employer should be very careful contained by recruiting his work strength - it should never be excessive. he should view it as his investment. he should disinvest contained by that only as the very closing resort.

~~If I look at it from a business perspective, I have to say-so cut costs. If a business can't keep itself solvent, then eventually it can't hold on to up with employee payroll, overhead, etc. They would hold to close, so the trust is destroyed anyway.
If looking at it from the current government situation, I think we necessitate to invest money in the people of this country (USA), so it would be more esteemed to save jobs, and the management would have to help the hulking business' to help get them on their foot and the economy rolling again.
Instead of money being poured into war, and foreign aid, it needs to be invested into a country which is currently rotting from the inside out.~~
