Don't debris $$ on an attorney. Contact your state's labor relations department (in OR its www.boli.state.or.us). You can file claim for your wages thru them. The state will act as a diplomat.
I have years of experience w/ this. (execpt I was on other fall, withholding pay for chargebacks owed to us..some would give up & we'd go and get some $$, others were smarter & contacted the state - we always salaried them.

I would strongly recommend taking this to a lawyer.
The first reason is to look at this non-compete document. You don't want to sign it wihtout knowing exactly what it is you are agreeing to. It could be an attempt by them to prevent you from ever competing against them, which is ridiculous (most are solely for a time period).
Second is that with holding your pay for work completed until you sign the document is most expected illegal. It would actually probably invalidate anything you signed since it be done under durress (them refusing to remuneration you).
The down side is that if you fight them on this they may not work with you again. Worse, they may convince others not to work beside you. So your best bet may be to go in and reach a deal to them. Do not sign anything there. Make sure to tell them you obligation to have a lawyer review everything, and I would definately treat the retribution as a separate issue. If they insist on linking pay to signing, ask for it in writing.
On a side minute it is probably in your best interest to have a legal representative review any major document you do sign. In a just society this would not be mandatory, but sadly in todays it is.

Even though there is no practical management information you could divert from their company, something within your demeanor is giving them cause for concern. They are asking you not to take any positions similar to the ethnic group contracting with you. If you've already worked within for awhile and your employer doesn't offer you an incentive to sign it, other than termination if you don't, consequently a court might be on your side if you refused to sign and your employer retaliated.

I would visit them in character to find out exactly what is going on. I don't understand why they would want you to sign something after you have already started working and they already owe you money. Sounds a bit fishy to me and I would not do any more work for them until I get to the bottom of it.
