the sec. keeps the notes of the meeting. at the beginning of each debate they read the notes from the prior meeting to receive sure everything is correct, then they proceed to write down the notes of the current meeting. the chairperson is the one in charge of the meeting. He call to order and makes sure everyone is present and asks the sec to read the minutes from the second meeting, then asks if any outdated business need attention, then turns to the spanking new business that needs to be discussed. Committees are the ones that ask and answer questions and reserach what is self proposed and have a say so within how things are done
