When it comes down to dressing up, you are who you are. If you hate dressing up, or hate wearing a full suit next don't, unless it's a special event. There are plenty of jobs that don't require full suits, and at the job reasonable you will attrach those jobs.

At a job fair.. I'd speak a SUIT no question!Every employer knows you are trying to receive your very BEST impression. tender it to them!

If it's a living fair I would recommend a suit. Usually for an interview you want to wear what you would normally wear to that employment, assuming the office doesn't have a "casual" dress code. But for a undertaking fair you don't know what type of job opportunity there may be, and what type of corporate cultures will be represented.
If you see a job you really want and turn to deliver your resume in a shirt and tie, but the guy you hand it to expects the prizewinning candidate to be in a suit everyday, he'll look you over. If you don't wear a suit you will quality like the only guy here that isn't wearing one, and it will make you feel as if you stand out, surrounded by a bad way.
Risk going "overkill" near a suit, because when you need a job it's a better risk than shooting lower than what's expected.
